Bên-èse Bî (/qëˈgajɘ/ /ˈèse/ [guilty] [chief]) is a subtropical Town located in the Ineg̈èsho Zone of the Union of Engineers.

The name Bên-èse Bî is derived from the Iron Elvish language, as Bên-èse Bî was founded by Moctîv Zlëgëgë, who was culturaly Iron Elven.

Climate

Bên-èse Bî has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a pleasant 25°C (77°F). Bên-èse Bî receives an average of 287 cm/y (112 in/y) of precipitation, most of which comes in the form of rain during the summer. Bên-èse Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2428 m (7965 ft) above sea level.

Overview

Bên-èse Bî was founded durring the late 12th century in winter of the year 1067, by Moctîv Zlëgëgë. The establishment of the new community went well, with no major obsticles durring construction.

Bên-èse Bî was built using the conventions of Iron Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Bên-èse Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Bên-èse Bî is buildings are arranged arround a network of broad split-log ties streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. The town's cost-cutting-focused defences are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

A look around Bên-èse Bî seems to be home to a quite vibrant and boisterous community. Everywhere one looks they can see people going out their daily business with a smile and a spring in their step. Children play loudly in the streets, causing untold havoc as youth are want and allowed to do. On second glance, that chaos continues into adulthood. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.

Bên-èse Bî has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Bên-èse Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Bên-èse Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Bên-èse Bî's public wards, blessings, and other arcane systems.

Bên-èse Bî has an Administrative Academy which trains individuals in the administrative arts.

Bên-èse Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Bên-èse Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Bên-èse Bî's bank was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Bên-èse Bî rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Feyling near Bên-èse Bî are known to be more aggressive than normal.

Bên-èse Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves consuming a local narcotic to channel Mysticism energies of tier 3 via oath swearing.
